Isn't it obvious? He's gettin' dressed to go bowlin'. Just the kind of past-time a "Man of the People" should have. Even if he needs 6 aides to help him get dressed.

He's trying on golf shoes?
I think he's about to get reintroduced to the floor. That's where he spent most of his college years.
He's taking walking lessons. He needs to lern to keep his knees together and stop tipping.
The GREAT Wizard of Oz is explaining to Bush that these shoes work like the Ruby Slippers. But in this case, they won't work until he get a brain.
